Dear Mr Donovan

 

Thank you for your letters, dated 4 and 7 June, the contents of which have been noted.

 

As you may not be aware of the way in which the Intelligent and Security Committee (ISC) works, I thought it would be useful if I wrote to let you know.  The ISC conducts all of its work in private and does not give a running commentary on its findings and discussions, nor does it investigate individual complaints. Consequently, the ISC does not enter into correspondence with individuals about the issues that they may have raised with the Committee.

 

When I wrote to you last week I believe that I gave no indication that the ISC would take action on your letter, however the implication given by the correspondence that you copied to me, is that the ISC is taking this matter forward. I was also disappointed to read in this correspondence that the ISC contacted you. This is not the case as it was you, in fact, who wrote to the Chairman and therefore contacted the ISC. I would therefore, be grateful if you would not suggest in any further correspondence that the ISC contacted you or that the ISC is taking the matter raised by your letters forward.

 

If you do have a specific complaint about any of the Intelligence and Security Agencies, then you can address the complaint to the Investigatory Powers Tribunal, which is the statutory body established to examine complaints.
