NEW YORK (Dow Jones)--Goldman Sachs upgraded oil and gas producer Royal Dutch Shell PLC (RDSA) to outperform from in line, saying concerns over strategy, management, reserves, project execution and growth have obscured its above-average returns and its substantial free cash flow generation.

"We believe the de-rating has gone too far and with the company on a 16% discount to peers, the risk are now firmly to the upside," Goldman said.
